It's also not the plan he wanted originally. The entire NHC episode is emblematic of everything that is wrong with US politics. The Republicans opposed his original proposal, so he kept modifying it, until he eventually got something that bore little resemblance to what he started with and that at least a few Republicans would support. Then after it gets passed and the GOP decries it as cumbersome and flawed. Well, it wouldn't be such a mess if they hadn't been cock-blockers.
