You are mostly correct, tho the behavior is not limited to mated birds. General members of a flock will also do this for other members of the flock to renew ties within the flock. It's general meaning is 'I really like you', not 'let's get it on'. It is common for parrot owners to have a bird or two that will offer the gesture by doing that solo neck-pump you see the parrot do in the video.
