They are monks who do self-flagellation. That basically means they whack themselves in the face and hurt themselves and each other in horrible ways. They did this because they felt they had to punish themselves for their sins so they wouldn't be punished at the gates of heaven ( by being sent to hell). This is illegal now (in europe, idk about US of A)

I loved the "How to" feature on the DVD version where the narrator was sacked for being a little too graphic in his instructions on how to chant like the monks.
