A Civil Marriage License is a three way contract between the two people and the state.

The two people consent to stand subject to various statutory Acts as part of that "contract" and agreement. Your children you bear under that "License" are effectively property of the state and you have to raise them accordingly, lest they be taken away as they are rightfully the state's as agreed.

Just establish your own private marriage between the two at common law if you want to get married.
