Skyrim power casting bug

(Had to turn graphics to minimum and fps down a bit to record on my computer)
1st half is channeling
2nd half is powercasting spam

What I found out during my playthrough is that if you spam cast instead of channeling you can pump out 2x more DPS(close to 3x if you're good and depending on the spell) for about half the cost on some spells.

I'm not sure if while channeling the damage is getting capped somehow is intended or what but recasting the spell like a madman gives you a massive increase in damage for a massive decrease in cost.

This makes the Vampire drain spell insanely strong since you're draining health 3x as fast for much less mana.
