I think he's outright lying about local enforcement... most local cops won't waste their time on cannabis without a push from the feds. Take a look at any number of raids, arrests footage... I don't see a lack of DEA jackets in any of the clips I've seen.

The sad thing is, a lot of states don't have the balls to legalize it BECAUSE the federal law...
Lift the federal law, and I am positive states like California would legalize it FAST. They had like 40% of the vote for prop 19..
Wouldn't surpise me at all if 15% voted no because they didn't want to butt heads with the feds..
