you need the Aquaducks, then the Library, then this one

theres one in the aquaducts entrance 2, but when yu have those three return to the crystal in the forest and give them all back and then exit and talk to the black mage person (cant remeber her/ his name its the one who promised to teach you some magic in the beginning) and they will give you a key for another part of the library
