Actually even if Mainland wanted to "steal" Tibetian resources it's not possible... lol
considering Tibet is on the highest altitude on Earth, life is hard there, and practically no buisness can profit since the investment would outnumber the resources too much
And the "stealing" you're talking about is called "investment" and "ecomoney", without that no place can survive in the modern world
