Not exactly sure what you're asking as you've already answered the question!

how do you train your cockatiel not to get scared of people?

If you've had your bird since it was a baby (within weeks of hatching) then it will naturally be one with you and your family within 6-8 weeks.
If you purchased your bird after this period it gets harder but is still possible - will just take longer :)

We have 2 now, the white one is Pika and we also have a grey one which has a mix of yellow feathers coming out now called Piko.
Piko was bought older so is still jumpy from day to day but she watches us play with Pika and stroke his head and slowly she's more tame now and friendly especially at night.

If you put both on your shoulder and you just work away they will sit there and just watch!
As for training, reward with food and verbal gestures like good boy/girl and clap your hands softly so they acknowledge a smile and positive actions :D
