"Tar baby" comes from the Uncle Remus black folktales (itself derived from West African mythology). There's no way this term could have been used by an educated person without at least knowing that it had racial overtones. The point is not that so much that it's "offensive" (don't much care about that) but that it's an appeal to the lowest and most divisive way of thinking. It's not about bringing everyone together to solve problems cooperatively, which is what we so desperately need now.

@kp1flush That is clear. However, the term also has a racial connotation that is well known. A careful politician wouldn't use a term with a duplicitous meaning, especially if one meaning of the phrase is clearly offensive, unless that politician intended to offend. Communication is an essential skill for public figures, so surely he could have used another set of words to articulate his opinion.

He said "tar baby" as in that it sticks and you cannot get rid of it because you cannot abandon a baby, just like his policies. Anyone intelligent and worldly enough to be elected to Congress is educated enough to know the term "tar baby" was used as a racial slur for generations. When even congressmen don't feel compelled to suppress their racial issues in a public forum, black Americans have no chance. Even reaching the highest office does not assure a black man in America common respect. Children are being taught that no black regardless of accomplishment, deserves to be shown proper respect. That's indefensible.
