I just fixed the error, do the following :
¤ Start
¤ Control Panel
¤ Region and Language
¤ Change your region and language to " English ( United States ) "
It will definately work

@kevendeb don't worry neither the ijji support team knows how to solve it. i've been sending to them and al they said to,
try and reinstall the game deleting any left over files and disabling any firewalls or antivirus (which i had done many times)
my funny part is that i had done a format and i tried to install it afterwards giving me the same error :S
