It's satire. They are doing exactly what Stephen Colbert does on his show. They are saying something over the top to show how stupid it is. I'll bet if you read A Modest Proposal you'd think it was actually about eating children. It's not 3:40 of Republican views... it's 3:40 of MOCKING Republican views.
