I've been there for a brief weekend, and there's this on billboard of a phone signal catching a criminal, and on another side there's a phone acting like a fishing lure catching the criminal. I feel confused about the billboard, and does it mean that you can get arrested to have a phone in the boarder of Mexico?

Yeah. Acuna is one of the safest border towns in Texas. It's a pretty cool city. If you go I hope you get some good video.
