Im guessing the water jets were there to minimise dust cloud. These are the 2nd lot of chimneys to be brought down in gravesend, i remember the last lot about 10 years ago, a mile down the road from this site. The dust cloud they created was bad, lingered in the air for ages and drifted across down.
