i think most of the members are in another bands except tegoshi.

I don't think it suits to say that the members are in another bands.
Except Ryo, who is in Kanjani8 - another permanent group under Johnny & Associates, most of the units the other NEWS members used to or still be in, are classed under "temporary unit" or "special unit".
Like how Yamapi was in Shuji to Akira with Kame from KAT-TUN, or in GYM with Golf & Mike, these are said to be "special unit".
Even Tegomass was originally intended to be a "temporary unit" only.

But because the agency saw their potential, they decided to let Tegomass to continue on.

About Koyama & Shige, they aren't in any other Johnny's groups or have a unit for themselves. They may perform together in NEWS' concert as KoyaShige but they haven't officially debuted (get to release single) like Tegomass or Shuji to Akira, so "their unit" isn't counted.
