While likely you've chosen either option already, I state that this is ridiculous. I think this was done once before on another cartiodge, back on the NES years ago. However, it did have extra games on it, like Cheetahmen for example...
Personally, I'd say if you want the game, case the local shops or shop online for used copies. That way, any copy you get will pay the individual/game shop, not Capcom.

@bumhunter2282 Basically,it is a 2nd circle pad mad by Nintendo that makes your 3DS ugly and not that portable, the thing is it isn't even needed you can use the touch screen or gyroscope, but Capcom wanted it to be made.

it depends on the cost of the circle pad as well as the cartridge doesnt it.

There is a list that shows how much each capacity 3DS card costs for 3rd parties. The HC 3DS cards do cost more. How much more I don't know but they do charge more for 3rd parties to use them. This is the reason why countless DS RPG's, upon release, had cost more than the maximum suggested retail because they use the highest capacity game cards the system supports.
