In Poland public TV, we have capitions for hearing impaired in teletext. It's made that most of page is transparent, but not some bottom lines.

This intro was used from 1982 to around 1986.

This became as common as the "flash PSA" Ernie Anderson delivered at the end of most shows on the network: "Don't Drink and Drive- a public service message from ABC".

ABC supported closed captioning from the beginning. I have some tapes from early 1980 that have a test running on the caption channels, before they started using them.
