In Poland public TV, we have capitions for hearing impaired in teletext. It's made that most of page is transparent, but not some bottom lines.

ABC supported closed captioning from the beginning. I have some tapes from early 1980 that have a test running on the caption channels, before they started using them.

This was before tv manufacturers begin installing close caption option in the television sets.
