Honestly I think they simply didn't want to repeat the dialogue in 3x13: after he saves her life she tells him the exact same words and he answers "always".

Not saying always to her thank-you is a sign, to me, of a changing relationship between them. Rick has always been there for her, loyal and steadfast, putting his life on the line so many times, and always lifting her spirits. Esposito once told her that it isn't research that keeps him there. Now, Kate, smiling shyly, at peace with the word... partner, finally understands Rick is real, always and enough. Hopefully we are in a new chapter where they are truly equal partners and so much more.
