A forehand bottom turn executes by staying low (compressed) at the bottom of the wave and briefly touching (touch and up) the wave face with your trailing hand.
Touching ensures that you are staying compressed at the bottom of the wave. It also gives you turning momentum up the wave face. It also helps with timing body positioning on the wave.
You have to touch when you are at the bottom of the wave. You have to lift your arm up when you are driving up the wave face. The power is created by compressing low (touching) and extending your body (up) with lifting of the trailing arm to face level.
In the video, the board almost stopped. Then, touching and extending (touch and up) creates the power and speed up the wave face.
