It's really not something to strive for. Back petting can sometimes be sexually stimulating to parrots, causing behavioral and/or hormonal problems. It's best to just stick to the head, especially in species where they can get overloaded with hormones already, such as Parrotlets.

I got one to but indeed, how come you may touch his back? when I pet his nech and the side of his neck, he's in heave, all feathered and thickened up and stuff but if I touch his back.. well he doesn't like it:P
