The tune was popularized in the 1970s by accordion player Philip Bruneau on his LP record by the "philo" cie. I believe it was call exactly that "waltz clog"...One of these days i'll find the fantastic notes that came with the LP, then may be i'll be able to give you the origin of the music. The steps were "saved" in part by legendary fiddle player Jean Carignan who "passed them to step dancers in the 1960's

This seems exactly like English clog. Very good dancing (well, it looked it, anyway - I had to watch it without the sound), nice routine. Thanks!
