To be on the safe side (the very safe, that is) the traffic lights of Hong Kong are fit to send a constant signal of sounds that correspond the changing lights. Day or night, rush hour, or not it goes on like that

Traffic lights do this in most countries, its for the deaf or visually impaired
They are for sight impaired. (and now for my bit of patronizing)....
