I think the reason they didn't want the chopper over head was because they wanted Mătăsăreanu to bleed out - this act of cold-blooded revenge wouldn't of looked good on TV.

That was a crazy time for live coverage. Police chases were being covered all the time and I think just a year after the North Hollywood shootout happened some guy with an HMO sign committed suicide on live TV after being chased on a freeway.
