How can someone with the admin role adjust whether they allow or disallow others to add blocks in Moodle 2.0?
In the Moodle docs where 'Permissions' for blocks are discussed, the path or list of choices appears as
quote
Location: Administration > Modules > Blocks > Manage Blocks
unquote
Problem: It's different in Moodle 2.0. The only kind of 'Admin' section seems to be 'Site Admin' (with options: Notifications, Registration, Advanced features, Users, etc). Also, no Modules option.

We are currently running Moodle 1.9 and have not gotten our 2.0 sandbox yet. With that said, my guess is that you would want to define the role permissions for adding blocks. In Moodle 1.9 that would be under the “Site Administration” block. Go to “Users”->”Permissions”->”Define Roles”. Select the role (instructor) and look for something like: “manage site level blocks”.
