If you notice (not only in this scene, but also all along the sequences where Buzz speaks spanish, above all in the end credits), there is a flamenco back sound, so he's supposed to be a "south-spain speaker", called andaluz. In the Original version is just a formal spanish accent.

@MagnuzJ3 Pero es que la película está en Español de España, así que no tendría sentido que el resto de personajes hablaran español latino y Buzz español de España. Ahora todos hablan Español de España neutro -sin acento- y Buzz habla con español Andaluz, que tiene un acento muy diferenciado. Creo que en España se nota bien el contraste y tiene gracia igual :)
