The target was calculated by the fed using Friedman's formulas among other things (taylor rule etc.)
The Fed doesn't just go out and announce the target rate nor does it publish it in a journal, it's more of word of mouth thing which is mentioned by things like Brookings.
So why wasn't unemployment below 4% prior to the crisis?
