Statistics. User statistics are built from monitoring users and keeping archives of their preferences.
The internet is composed with millions of routers and this could make it seem too complex for government to manage, but the control center is the Internet Service Provider.
The future has new possibilities for the people in power, Advertisers and Mobile company's (monitoring phone calls with voice XML and linking with keywords for advertisers such as myspace)

I wish Google wouldn't continue to insult us with all this holyier than thou "Do No Evil" BULLSHIT!! By lisencing itself to pass judgement on all other online entities via its Page rank it has now transformed the corrupt and shady underhanded business deals that used to go on in outer town restaurants and the like into code in an algorithm!
