You can own it and use it as a scanner.. they are actually pretty much way cooler than a regular scanner IMO
You just can't talk on it without a license

i got one of them and i use it all the time to speak without a license. plus I am not talking on the emergency channels like fire, police, ems, government, utility. you can talk without a license. just make sure you are not on a emergency service channel or anyone else's channel.

Thank you for sharing this video on how to setup the link between your computer and radio. I have the exact same radio that you purchased, and I've been typing everything in by hand. It's nice to know that it's possible via computer.
