If I had to guess, this movie is not at all making a political statement. There are just so many things wrong with politics and this movie is so philosophical that you might want to connect some dots on your own.

Joker= The manifestation of what society could or what it has already become IMO.Anyways Heath Ledger's performance just makes his death even more tragic in my eyes.Can you imagine the masterpiece he could have created in the last Batman movie?
