Without a Declaration of war, a drone attack in any nation undeclared is nothing more than an act of terrorism.
Can the US federal Govt pertetuate Terrorism? By international law they are ... As an American, I am outraged at teh innocents that have been dying for the few low level insurgents that have killed.
Collateral Damage meant something years ago, but todays State Dept and past two presidents think it's ok to droip bombs on innocents.
