The person recording clearly has no idea what happens out there in the oceans. Its not concommon, in fact its noted in many videos on youtube of smal boats being rescued after failed attempts to leave their home lands and make it to america, usually florida.
Its likely that while had had enough fuel to stay along side the ocean liner, the passengers could have ran out of food or water, also a passenger could have been experiencing a medical emergecy.
