Some states require those under 18 to wear helmets as mandatory when driving or riding on a scooter or motorcycle. It doesn't require any other dress code for shirt, pant, or gloves.

the fact that your wearing a helmet means that you care about your body, but then you wear shorts and a t-shirt; cos if you come off at the speeds your showing it can achieve, you'll have no skin left on you legs, its called 'gravel-rash' and it's not particularly nice...

@MegaOptionzTV Yeah, but that's for things that are definite "electric bicycles" only. You'll look like a proper tool on something that looks like (and weighs almost as much as) a "real" scooter but has less than 0.4bhp (about the same output as the legs of a moderately fit everyday rider) and is limited to 15mph under its own power.
Regular bike with a motor that fits the regs will be quite zippy in comparison, and makes you look pretty athletic if no-one spots the motor + battery.

....The law I quoted is the Federal Law. And since most, if not all states use these guidelines that the Goverment has set forth, the rules for most states are the same. to answer the pedaling question, you cannot pedal while the electric motor is engaged.

To all:
I know this isn't my video but here's what I can answer seeing that own one. The law says you have to be 16 years or older to ride one, it can't have more than a 750 watt motor, has to have a set of functional pedals, and it can't exceed 20 mph. Under these laws it classified as a "pedal-assist bike" or an "E-Bike" (electric bicycle)....
