@danechmanable I'm gonna say Windhelm. Based on the guard's cloaks' colour, the stone-walled narrow streets and the bitterly cold lookin snow. Not the -30 respectable snow of Winterhold but that windy, -15 whipping-in-your face pain-in-the-ass snow that makes you throw rocks at the greyskins!
