In a rage after discovering that she is 3rd choice for the throne, Vitellia has ordered her lover, Sesto, to kill the emperor Tito. Despite failing, Sesto is now condemned to death for treason and, out of love, he refuses to incriminate Vitellia. Sesto's sister, Servilia, pleads with Vitellia to take action and save him, because simply crying will achieve nothing.
