Tops of the Pops made the artists lip synch the songs. check out the Toy Dolls version of Nellie the Elephant on Tops of the Pops, they didn't even try to lip synch.

The guitarist was the one who actually wrote the original song. I believe he said he saw The Rolling Stones when they played in Berlin, and at the start of the concert they unleashed hundreds of balloons, which he said as they disappeared on the horizon, looked more like a giant space ship. And he imagined that big mass being mistaken for a missile attack. That's what the song was really about, originally. And radar systems are incapable of spotting individual balloons.
