It's called "The Impatient Patient". This isn't the real version though. The real one is black and white, while this is a crappy re-drawn colored version. Worse than digital coloring of black and white cartoons
"The Impatient Patient" (1942), directed by Norm McCabe. This was "recolored" in Korea (by re-animating frames from a 1955 black & white TV print) in the early '70s.

me too, but mine didn't have the bit with the baby, it ends at the explosion after daffy squirts the potion in his mouth
