As far as I can tell, the laugh was original with Tex, and not a "takeoff" on anyone else. Some of the voices in his cartoons WERE takeoffs like that: for example, Droopy Dog's voice came from a character on the "Fibber McGee & Molly" radio show, and was in fact the same actor, Bill Thompson.
I still can't figure out if the turkey in Tex's "Jerky Turkey" was a Jimmy Durante imitator or Durante himself. If the voice is a ringer, then whoever did it was damn good!
In case no one's already mentioned it, the bulldog's laugh is provided by Tex Avery himself. Once in a while (not often) he'd put his own voice into a cartoon.
Such genius: direction, animation, story, music, gags... everything! This wasn't called the Golden Age of Animation for nothing!
Hey PilsnerX, I'm so glad you mentioned who voiced the dog's laugh! I've often wondered about his voice and wondered if it was a caricature of a movie star from that time period or maybe some other pop culture reference from back then that I'm not getting. So many of these great cartoons included goofs on actors or movies that were popular at the time. Do you know if the dog's voice was a take off/spoof of something like that or was it pure Tex genius?
Stupid? NO. My view comes from the SOURCE, not blindly following other's comments and interpretations. Go ahead and keep keep digging for things that offend you.
