The PS2 is pretty much dead at this point, so it's unlikely it's going to happen. Also, Atlus has publicly stated that they're not translating this.
You're better off waiting for the new SRW game for the 3DS. Hopefully it'll be a game that can get over.

@Kairadragon they did it with Gurren Lagann. I'm not talking about putting voices in it for eng dub thogh, just eng trans sub

It wouldn't make any money. Also it's physically impossible for an English dub to be equivalent or better than the original Japanese.
