Superintendent Frank Morgan of Kershaw County School District explains why he thinks it is appropriate to give out nearly half a million dollars in administrative pay raises and bonuses during a recession. This comes just a few months after the Kershaw School Board considered cutting Junior Varsity Sports due to lack of money.
