500x26=13,000.00, last I checked, 7,500.00 was the cut off on not paying federal taxes, but your 500 number is wrong, you think people making 250 bucks every 2 weeks should pay federal taxes… wow, they can hardly feed themselves. but even if you only make 7,500, you still pay all the other taxes, like the car tax, fuel tax, sales tax, property taxes (in some cases through rent), phone tax, mass-transit tax, power bill taxes, all corporate taxes of the products and services they buy

But currently we say oh good job you worked and made a little money. Now here is 4-5 times the money you gave us all year for your refund. Who in their right mind can think that giving people money as a refund they never paid in to begin with would be sustainable in the long run?
