This video is an example of how my TWC works, or, rather, doesn't work. To be fair, this was on a particularly bad night. There IS AUDIO on this video, my cable just cuts out audio when it's problems are this severe.
My cable has been so unreliable for the past year, I now have gone 'old school' and now have an antenna so I can try catching over-the-air signals by bypassing my cable box entirely. Of course, when the TWC techs are in my home to diagnose the issue, it doesn't exhibit this behavior. They leave and it happens again. Maybe I have a cable TV poltergeist.

Digital is on/off unlike analog, which is varable. So, in you case, you have a bad signal. Which means, they are at fault. If you had analog signal, you would see a lot of static. This is clearly a substandard signal. I would want a rebate, or my money back.

@damusexey Time Warner claimed later it was a problem with the service in my area. It is better now than what you saw in the video, but it still happens pretty regularly. I've had more technicians in my place than I can count. Every time they say it's fixed, but the problems always come back. I have friends with FIOS and they don't deal with this at all. FIOS isn't available for me though, so I'm stuck with Time Warner.
