@tejanochris Problem is, if the building isn't officially designated out-of-bounds in the course guide then it can't be called out-of-bounds midway through a round.

When Tiger says "I can't believe it wasn't out-of-bounds", he doesn't mean it literally - he's expressing surprise that it wasn't officially marked as out-of-bounds at the start of the week.

Tiger states. I dont know how they didnt call that out of bounds. 84 yards pass the hole. On top of a roof.

@tejanochris, You really cannot call it out of bounds if it is not clearly defined in the rules, which it wasn't. You can't just make up out of bounds on the fly. I'm sure they never thought it was in play, thus not marking the clubhouse out of bounds. The only thing they could do is guess where the ball landed and drop at the nearest available spot.
