Boeing C-17 and Douglas C-47 flyover @ Houston on 2-26-2011

Saturday we were driving around Houston and saw this huge plane flying around in formation with a smaller plane. It would go straight for a while and then seem to make a 270 degree turn and go straight for a while and so on.
The next day we were flying out of Hobby airport and we saw the two planes flying in formation again (this is actually the very first part of the video). And both planes landed at Hobby soon after. Can anyone identify the smaller plane? We guessed it might have been filming the C-17, but we don't know.

The jet's a C-17 & the prop plane's a C-47, military version of the DC-3.
