@jbpnw That is a hugely important, central task, and is often difficult and ambiguous. To determine the answer to that question, and then justify it to the public, is almost the entire challenge of exerting leadership in a situation such as this. It can't be glossed over as something that will be self-evident and will just take care of itself. And it was not done.
