Yes they do. They're shown in alot of movies with police and military dogs as well as real life situations. The vests wrap around the center of the dog from about the neck to the rear legs covering the back stomach and sides. There is also a crossover strap goes across the chest keeping the vest from rotating like a cement mixer on the dog and provides the perfect spot for a police badge. You may not have known about because not all departments have them. From what I know they can be expensive

A lot of times cops may be in plain clothes and they don't want their dogs to be identified as police dogs for safety reasons.

Too bad Rinty wasn't wearing a bullet-proof vest with a badge on it. Than the dog catcher would have known he's a police dog.
