Hilarious bit at around1.00 in - "one of the key elements of the Skills Funding Agency will be Train to Gain, National Employer Service, National Apprenticeship Service - well, er, that's three of the key elements..." Sounds like Python's Spanish Inquisition - "the main element in our weaponry is suprise, and fear." Pause. "Two, the two main elements are surprise, fear, and an almost fanatical devotion to the Pope." Pause. " No, hang on. Amongst our weaponry are such diverse elements as...."
