@StarcraftZer It means Half Circle Foward and Backwards. Moves that you need to press back, down and front on the keyboard. Insteado of moves like hadouken, they are a real pain to do. And what whokilled said is correct, you need to perform it slowly

This reply is 1 year late, so I'm just hoping this will also help other players instead.
To perform HCF/HCB in LB2 (and other similarly-made games, like KoF 2002) you need to press and hold the middle and last arrow keys for just an instant longer than the first keys. Kind like 1/2 second 1st arrow key, 3/4 second 2nd arrow key, 3/4 second 3rd arrow key. Kinda like you're really emphasizing the last down-forward/down-backward part.
Needs practice at first but will come naturally afterwards.
