There was an interview on the Russell Brand show, on BBC Radio 2, where they interviewed the guy who voices the Cookie Monster, and the guy said that he based the Cookie Monster's voice on Tom Waits. I can't remember what weeks podcast it was though, unfortunately. It was 2007/08.
