@Flyingstorm It sounds like its the DC jack is broken , common problem , they are very cheap to buy but hard to fit / replace / solder if you dont know how, but leave it with some1 who knows what they are doing.

Can someone help me? I have a Dell Inspiron 1545 and Im using the same charger/power supply as the second one he has with the rubber bands around it and it still has the prong in it. Yet when I plug it in, I have to spin it around or move it for it be recognized as 'plugged in, not charging' Anyone have any ideas on how to fix this problem?

@Flyingstorm make a video if you can because i can give you more help this might help. plug it in and very lightly move it up and down to see if the jack is lose if it is take ur computer apart and re solder it taking it in is very expensive the cheapest ive found is 155. or your power adapter could be messed up try. if you know anybody with the same laptop try there one. if ur power jack is good then it is ur adapter. not software because if u wiggle it it will charge

@Flyingstorm cut the head of the part that goes to the computer but don't cut it too short. strip it and reconnect it. don't forget to put some tape around the stripped part.
