You can sometimes test in-circuit using an ESR meter. However, if there are multiple capacitors in parallel then that will interfere with the reading.
@Ladylora24 In this case you have to change the power supply. The Capacitor is usually a solution to a monitor that does not turn on as fast or does not turn on at all. All other cases is the problem of a power supply and not much can be done there because so many different things may be wrong in vast array of components.
Also checking capacitors like he has isn't the way to go -- only because it shows a capacitance doesn't mean it doesn't 'leak'.

If you unsolder the capacitor from board - it is easier and more reliable to trow it to the garbage bin and solder new one.
